New sewer tap application

Tap fee. Before a new sewer connection is approved, User shall pay TPWA a $1,250.00 non-refundable tap/connection fee. Payment of the fee does not, by itself, authorize User to connect to the public sanitary sewer. The connection remains subject to TPWA approval, inspection, and compliance with all applicable requirements.

Billing through RWD No. 4. TPWA has authorized Rural Water District No. 4 of Oologah, Oklahoma to process billing and receive payments for sewer service charges on behalf of TPWA. User agrees to pay all sewer service charges when due. Failure to pay sewer service charges when due may result in the discontinuation of water service by RWD No. 4, and water service will not be restored until the delinquent charges are paid or satisfactory payment arrangements are made.

No unauthorized connection. User shall not make, permit, or cause any private sewer connection to be made to a TPWA sanitary sewer line, directly or indirectly, without prior approval of the TPWA Sewer System Operator. User installs, owns and maintains the private service line at User’s sole expense, and shall not cover or conceal work until the required inspection has been completed and approval to proceed has been given.

Backflow / backwater valve. Where a new sanitary sewer yard line is installed and connected to the TPWA main, User shall install and maintain a backflow/backwater valve meeting the standards stated in Ordinance No. 2024-01 — corrosion-resistant bearing parts, the applicable ASME or CSA standard, a mechanical seal against backflow, capacity at least equal to the pipe when fully open, and located so it is accessible for service and repair and not less than twenty-four (24) inches back on the private line from the TPWA connection.

Prohibited discharges. User shall not discharge into the TPWA sanitary sewer any material prohibited by Ordinance No. 2024-01, including stormwater, roof drainage, surface water, groundwater or unpolluted cooling water; gasoline, benzene, naphtha, fuel oil or other flammable or explosive substances; toxic or poisonous wastes; waste with a pH lower than 6.0 or greater than 10.5 or other corrosive characteristics; solids or viscous substances capable of obstructing sewer flow, including grease, oils, rags, plastics, wood, rubber, glass, metal, sand, mud and food waste; and industrial discharges that do not comply with all applicable requirements.

Interceptors, access and damage. If TPWA or the Town Building Inspector determines a grease, oil or sand interceptor is necessary, User shall provide, install and maintain it at User’s expense. User grants TPWA reasonable access across the property to inspect, test, operate, repair, maintain, replace or remove TPWA-owned sewer lines and appurtenant facilities. User shall not break, damage, deface or tamper with any part of the TPWA public sanitary sewer system.

Compliance and transfer. User agrees to comply with Ordinance No. 2024-01, the Town’s plumbing and building requirements, applicable Oklahoma Department of Environmental Quality requirements, and all current and future TPWA rules, rates and charges. A sewer tap may not be treated as authorizing service to a different property or user except in accordance with TPWA requirements, and any transfer must be documented in writing on a form approved by TPWA.
